David is Head of Markets Infrastructure and Policy at the Financial Services Authority, where his responsibilities encompass the supervision of the UK's exchanges, other trading platforms, and clearing and settlement services, and leading the FSA's work on both primary and secondary markets policy issues. The Department also takes responsibility for the FSA's capital markets sector team. Key current challenges include: working on key measures to strengthen the regulation and resilience of markets, including EMIR and the MiFID review; working with European counterparts in the new ESMA; the regulatory consequences of greater global integration and competition in primary and secondary markets; strengthening OTC market functioning; and implementing the new EU regime for the oversight of credit rating agencies. Before joining the FSA in January 2005, David spent nearly 20 years at Her Majesty's Treasury, latterly as Head of Capital Markets and Governance, with responsibility for the Department’s policy towards securities and wholesale financial markets, prudential capital standards, accounting and auditing issues, corporate governance and company law. David is an economist by training, with degrees from Cambridge University and the London School of Economics. He is the FSA’s representative on the Financial Markets Law Committee.

As a result of his interdisciplinary background, Diego’s specialties are financial and securities regulation, capital markets, competition and economic policy, and corporate governance. He has published extensively on economic and regulatory aspects of financial markets and services. He regularly advises European institutions and is involved in working groups of experts on capital markets economics and regulation. Diego frequently speaks at international conferences and provides lectures on capital markets matters. Tim Rowe is the manager of the Trading Platforms and Settlement Policy team at the UK’s Financial Services Authority (FSA). The team is responsible for policy regarding exchanges, multilateral trading facilities and settlement, as well as elements of OTC trading (including the MiFID regimes for post-trade transparency and systematic internalisers). The team is involved currently in European discussions on the MiFID Review as well as a range of other regulatory initiatives in the trading, settlement and post-settlement spaces.

Tim worked for a number of years at the London Stock Exchange managing the team responsible for the LSE’s secondary market trading rules. He was also the compliance officer for EuroMTS, a bond trading platform within the London Stock Exchange Group. Prior to that, Tim undertook a number of regulatory roles with the FSA and the Bank of England."

Rafael Molinero is the CEO and Founder of Molinero Capital Management, a quantitative CTA based in London. Rafael has more than 15 years of experience in the hedge fund and financial industry. He was previously a Proprietary Portfolio Manager as well as the Risk Manager for five years at Rotella Capital Management, a CTA with up to $1.5 billion under management. He traded $15 million of proprietary capital using quantitative models he developed. He also managed a team of researchers as well as created the Risk Department. Prior to his role at Rotella, he launched the Structured Products & Alternative Asset Management Group at Carr Futures and designed hedge funds structured products for clients. He was also in charge of managing one of the Fund of Funds portfolio.

Rafael Molinero holds an MBA with High Honors (top 1%) from the University of Chicago and has a Masters in Applied Mathematics from ENSIMAG, one of France’s top universities.

For a period of about 12 years from 1995 to 2007, Partha pursued this passion as a hobby and developed about 100 algorithms and over 700 quantitative models. Before founding Fuzzy Logix, Partha worked at Bank of America where he held senior management positions in the commercial and investment bank and in the portfolio strategies group. In the commercial and investment bank, Partha led the initiative to build a quantitative model driven credit rating methodology for the entire commercial loan portfolio. The methodology is used by the bank for allocating reserves against potential losses from loans. In the portfolio strategies group, Partha led a team to devise various strategies for effectively hedging the credit risk for the bank’s commercial loan portfolio and for minimizing the impact of mark-to-market volatility of the portfolio of hedging instruments (Credit Default Swaps, Credit Default Swaptions, and CDS Indexes).

Partha was also responsible for managing the Quantitative Management Associate Program at Bank of America. This is a two-year associate development program which has groomed over 75 quantitative managers within the enterprise. Prior to working at Bank of America, Partha held managerial positions at Ernst and Young and Tata Consultancy Services. He has a Bachelor of Engineering, with a major in computer science and a minor in mathematics from the Indian Institute of Technology. He also has an MBA from Wake Forest University.
